Interesting Steering Wheel

A friend, yep I have one, sent me this interesting old wood/bakelite? steering wheel for my hydroplane project, appears to be for a boat, any clues? Has lots of detail! Thanks

Seen lots of wheels and made lots of wheels and have never seen any thing like it.
Could be "barrowed" from an old car manufacture.
Love the original patina. I would never attempt to "restore" just clean and wax?
Blast prime and Paint metal. Take a bath with it and tooth brush, let dry and wax buff.
Lacquer mite eat old finish, varnish might not stick well with out sanding.
Looks like it might fit onto Teleflex rack steering cable with shim.
Hardest part would be the center nut cover, What to use?

It's very solid but kinda thinking running it on the hydro may put to much stress on a nice piece like this. Thanks for your input! Lon
