Figured out the picture process.

When you Submit a Reply, scroll down to Additional Options. Click on manage attachments. That will attach photos to your post.

The User CP button in the upper left is for creating Picture Albums. That's a new feature I haven't seen on other forums. I'm still liking this forum format. You guys picked a good one for sure.
